We’re bringing together entrepreneurs from Estonia and Ukraine to combine the strengths and experience of both countries and co-create AI solutions for challenges that truly matter.
In just three days, you won’t simply work on an idea — you’ll tackle a real case, build a prototype, and get the opportunity to see how your solution could become part of meaningful change in the public sector.

The AI/GovTech Hackathon is organised by CIVITTA and Estonian Centre for International Development (ESTDEV), funded by the European Union – NextGenerationEU and the Estonian Ministry of Justice and Digital Affairs, and supported by the Ministry of Digital Transformation of Ukraine and the Global Government Technology Centre Kyiv.

Entrepreneurs, developers, AI engineers, product managers, and UX specialists from Estonia or Ukraine.
AI experience is welcome but not required — mentors will be there to support you. What matters most is your motivation to build real solutions and understanding of how the public sector works.
Yes — and it’s even encouraged. At the beginning of the hackathon, we’ll run a matchmaking session to form mixed teams of participants from Ukraine and Estonia, combining different experiences and perspectives. If you already have a team, you’re also welcome to join.
The entire event will be conducted in English.
A PoC (Proof of Concept) is a working prototype that demonstrates at least one real process. Not slides or mockups — but something that can be shown in action to the jury.
For participants from Ukraine — accommodation for those coming from other cities is covered by the organizers. For participants from Estonia — flights and accommodation are fully covered by the organizers.
The best teams receive grant support, and their solutions have the opportunity to be implemented in the real public sector.
The hackathon will take place offline in Ukraine, on June 16–18.
